Standing Together In Defense of the Arts

I’m often asked this question: ‘what do you do, exactly?’ I answer: ‘I make art, I am a cultural producer, and I show my work to the public.’

Cultural producer – it doesn’t mean that we make culture. Culture is not something you can create, like biscuits, or cheese. Culture exists in the hearts and minds of a society of people. What artists do is express culture in a tangible form, so that it can be experienced – touched, seen and heard – by its people.

Some artists do this in isolation, for example, painters. Others do this by working together with many different people. Arts-Ed is a group of artists and cultural workers who have collaborated with members of the Balik Pulau community to produce a record of the history, heritage and culture of that area.

What we must understand is that any cultural product is a result of a process. Although the myBalikPulau newsletter is published by Arts-Ed, it has been touched by many hands in the making. Behind that printed newsletter lies hundreds of hours of negotiation and conversation – with children, parents, school teachers, fellow artists, community leaders, shopkeepers and yes, politicians.

In 2008, I had the opportunity to work with Arts-Ed conducting workshops for Balik Pulau kids. It was a defining experience in my career as an artist. I learnt what it means to create something together with others – people who are different from you, who speak another language, who have different backgrounds and values. It was challenging, uncomfortable. I realized that even though Malaysians have been told all our lives that we must live together in peace and harmony, we have not been taught HOW to do it.

The work that Arts-Ed does fills that gaping hole. The agenda is as clear as its name: education through the arts. Taking part in Arts-Ed taught me what 12 years of public schooling failed to do – that living and working as part of a mixed society is not easy, but when people come together to express their collective culture, they lose their fear of others and gain self-confidence. I use these lessons everyday. They make me a better Malaysian and a better artist.

All artists know that when their work is presented before the public, they have little or no control over how people will respond. Criticism and disagreement is inevitable. Any artist who expects universal praise is hopelessly deluded; the more so in this country where everyone is so different and there are a million sensitivities ready to be offended.

But when responses come in the form of violence, harassment and censorship (myBalikPulau now has 15 police reports lodged against it. On Feb 9, a coalition known as Gabungan Bela Hak Islam set fire to copies of the newsletter and have called for it to be banned) – we must stand together to defend our colleagues and their work. It is not only the myBalikPulau newsletter that is stake, but the entire process of its making and what that represents.

To see the work of Arts-Ed besmirched and twisted beyond all recognition for the sake of political gain is to witness a terrible injustice. The arts is a more or less silent force in this country, yet without it we would lose touch utterly with what keeps us human and connected to each other. As peace-loving Malaysians, it is our duty to condemn this attack on the arts by irresponsible individuals intent on spreading fear and misunderstanding for their own self-interest.

There is a saying: ‘Ars longa, vita brevis’. Art is long, life short. When the last corrupt politician has burned our hopes to the ground, artists will still be here – building bridges, making meaning. If that’s not worth defending, what is?

Joint Statement by 32 Civil Society Organizations 32 个公民社会组织联署

Respect and Celebrate Differing Histories 
As civil society organisations, we are extremely disturbed by the increasing racism and communal politics in the country with the recent harassment of a community based organisation, the Penang Arts Education Society (Arts-Ed).

The systematic intimidation and attack on Arts-Ed , whose sole purpose is to promote arts education, especially among Penang children and youths , have alarmed Penangites in particular as well as fellow Malaysians.

A number of us and our children have attended the arts and crafts exhibitions; enjoyed music, dance and dramatic performances; and appreciated the workshops and showcases that Arts-Ed has conducted over the past decade to make Penangites more aware of its cultural heritage and local history.

It is disturbing to note how Arts-Ed's recently published newsletter myBalikpulau has been politicised and used for racial-mongering by unscrupulous politicians and irresponsible NGOs.

MyBalikpulau is an oral history project that showcases the collective efforts of children and Arts-Ed facilitators who interviewed the elders in Balik Pulau, Penang and presented their version of the history of Balik Pulau and its residents in a most interesting manner.

Anyone who has read myBalikpulau would be impressed by the achievements of the team who must have worked hard to unearth such important historical facts about the local community. For us, this newsletter makes history come alive unlike most History text books.

We are therefore appalled that some politicians have stooped so low as to racialise a children's project into a political tool so as to cause divisions in our community.Pulau Betong assemblyman Muhammad Farid Saad had accused Arts Ed of deliberately twisting history and insulting the Malays in Penang. Worse, the issue was quickly politicised resulting in acrimonious exchanges, unnecessarily heightening ethnic tensions for many who had not even seen or read myBalikpulau.

In the heat of these exchanges, several NGOs have accused Arts-Ed of insulting Malays, and have since lodged 15 police reports against the organisation. The accusations range from the use of particular words to the appropriateness of the drawings in the newsletter.

From our viewpoint, these are minute details in a newsletter which is very inclusive and multiethnic in its overall content and presentation. myBalikpulau, should be regarded as a praiseworthy effort on the part of young people in Penang to recover Balik Pulau's historical and cultural heritage.

In this regard, it is disappointing that the Penang State government was more concerned about clarifying that it was the previous State government and even the federal Ministry of Tourism that had sponsored the project.
It should have taken the time to read myBalikpulau and discover what a commendable and inclusive product it is and come to the defense of Penang's children and youths.

We regret that myBalikpulau has been politicised and appeal for the immediate halt of harassment of Arts-Ed. Leaders and politicians must be working towards promoting harmony and multi-ethnicity for all Malaysians instead of inciting racialised politics.
There must be respect for the civil society organisations who are doing their best to celebrate the diversity of our history and heritage through varying artistic expressions of histories.

 

Hormati dan Raikan Kepelbagaian Sejarah

Sebagai organisasi-organisasi masyarakat sivil, kami berasa sangat terganggu dengan politik racisme yang sedang meningkat baru-baru ini dengan berlakunya serangan yang bersifat perkauman tehadap sebuah pertubuhan komuniti, Persatuan Pendidikan Seni Pulau Pinang (Arts-Ed).

Penghinaan dan serangan terhadap Arts-Ed, sebuah pertubuhan yang mempromosikan pendidikan seni, khususnya kepada kanak-kanak dan belia, telah membimbangkan semua rakyat Malaysia khususnya rakyat Negeri Pulau Pinang.

Pameran kesenian dan kraftangan, menikmati muzik, tarian, dan persembahan drama, serta bengkel-bengkel yang dianjurkan oleh Arts-Ed untuk rakyat Negeri Pulau Pinang adalah bertujuan untuk meningkatkan kesedaran terhadap warisan budaya dan sejarah tempatan sejak tahun 1999 ini. 

Risalah “myBalikpulau” yang diterbit oleh Arts-Ed telah dipolitikkan dan digunakan oleh ahli politik yang tidak prihatin dan organisasi-organisasi yang tidak bertanggungjawab. “myBalikpulauadalah sebuah projek sejarah lisan yang memaparkan usaha kolektif daripada kanak-kanak yang telah mewawancara warga tua di Balik Pulau, Pulau Pinang. Kanak-kanak muda ini telah membentangkan sejarah Balik Pulau versi mereka dengan cara yang lebih menarik. Sesiapa yang pernah membaca “myBalikpulau” akan berasa kagum dengan pencapaian kanak-kanak di mana mereka telah bekerja kuat untuk mendapatkan fakta-fakta sejarah yang penting tentang komuniti tempatan mereka. Bagi pihak kami, risalah ini telah menjadikan sejarah lebih menarik berbanding dengan buku teks sejarah.

Oleh itu, kami amat terkilan dengan tindakan beberapa ahli politik yang sanggup menggunakan projek anak-anak muda ini sebagai alat politik, serta bertujuan menimbulkan perbalahan dalam masyarakat kita. Ahli Dewan Undangan Negeri (ADUN) Pulau Betong Muhammad Farid Saad menuduh Arts-Ed sengaja memutarbelitkan sejarah dan menghina orang Melayu di Pulau Pinang. Lebih membimbangkan ialah tindakan-tindakan ini dengan cepatnya meningkatkan ketegangan etnik antara mereka yang belum pernah melihat atau membaca “myBalikpulau”.

Beberapa pertubuhan ekstremis telah menuduh Arts-Ed menghina Melayu, dan telah membuat 15 laporan polis terhadap organisasi tersebut. Tuduhan-tuduhan  termasuk kesesuaian perkataan-perkataan yang telah digunapakai dalam gambar-gambar risalah tersebut. Pada pandangan kami, kesemua tuduhan tersebut hanyalah butiran-butiran kecil dalam isi kandungan risalah yang sememangnya menyeluruh dan mencerminkan masyarakat yang pelbagai etnik. “myBalikpulau” harus dianggap sebagai usaha terpuji bagi kanak-kanak dan belia untuk memulihkan sejarah dan budaya warisan Balik Pulau.

Mengenai perkara ini, kami amat kecewa terhadap Kerajaan Negeri Pulau Pinang yang lebih cenderung untuk menjelaskan projek ini ditaja oleh bekas Kerajaan Negeri Pulau Pinang dan Kementerian Pelancongan. Kerajaan Negeri Pulau Pinang sepatutnya meluangkan masa membaca dan meneliti risalah “myBalikpulau” yang sememangnya satu produk menyeluruh yang patut dipuji serta turut mempertahankan anak-anak muda dan kanak-kanak Negeri Pulau Pinang. 

Kami kesal “myBalikpulau” telah dipolitikkan dan ingin gangguan terhadap Arts-Ed dihentikan. Para pemimpin dan ahli politik seharusnya bekerja ke arah mempromosikan keharmonian dan multi-etnik untuk semua rakyat Malaysia dan bukan memainkan politik perkauman. Kita haruslah menghormati organisasi masyarakat sivil yang berusaha meraikan budaya warisan dan sejarah kita melalui pelbagai medium seni dalam pembentangan sejarah. 


尊重与接受不同的历史呈献方式

针对最近槟城艺术教育协会(Arts-Ed)所受到的骚扰,我们身为公民组织,对日益猖獗的种族主义及种族政治深感不安。

槟城艺术教育协会(Arts-Ed)一个以促进艺术教育为主的组织, 尤其是对槟城青少年儿童 然而,近日该组织所受到的恐吓和骚扰,让槟州人民,甚至马来西亚大众敲响了警钟。

过去十年来,槟城艺术教育协会(Arts-Ed) 不停地在提升槟城人对文化古迹 和本地历 了解和醒觉方面耕耘,其中更曾举办多场的艺术和手工艺品展览、音乐、舞蹈、戏剧表演、
工作坊等,吸引了不少儿童和各阶人士参与。

令人不安的是,槟城艺术教育协会(Arts-Ed)最近出版的《我的浮罗山背》刊物被某些寡廉鲜耻的政客和不负责任的非政府组织政治化并被利用为散播种族情绪的工具。事实上,《我的浮罗山背》仅仅是一个由儿童和槟城艺术教育协会(Arts-Ed)主持人透过向身边长辈收集口述历史的计划。也因为这样,这些儿童能够以更有趣的方式呈献浮罗山背和其居民的历史。相信有幸阅读《我的浮罗山背》的人士都会为这些儿童对当地社区的历史演变认真探讨和追究的精神感到动容。我们而言,这样的刊物比死板板的历史教科书来得有生气多了

对于某些政客竟然利用儿童的计划为政治工具,鼓吹仇外心里的手段,的确为我们投了一枚震撼弹。浮罗勿洞区州议员莫哈末法力指控槟城艺术教育协会 (Arts-Ed) 有意图地扭曲历史及侮辱槟州巫裔。这个指控迅速地被政治化和掀起激烈的舆论,造成种族紧张,进一步误导不曾翻阅《我的浮罗山背》的人士。

紧接着,几个极端的非政府组织同样指控槟城艺术教育协会(Arts-Ed)侮辱巫裔,更向警方  举报15宗相关警报。至于举报的内容,则从针对用词,插图方面着手。对我们而言,《我的浮罗山背》是一本具包容性和多元种族性的刊物, 因此大众更应该儿童与青年还原浮罗山背的历史及文化古迹上的努力表示赞扬。

另一方面,我们也对槟州政府急着澄清有关计划的赞助单位是前州政府以及旅游部的举动感到失望。槟州政府更应该花时间阅读有关刊物,发掘它值得赞许和包容性的地方,与我们一同捍卫槟州儿童与青少年的刊物。

我们为《我的浮罗山背》被政治化感到遗憾,并吁请马上停止对槟城艺术教育协会(Arts-Ed)骚扰。身为领导者或政治工作者,应该塑造和谐与多元种族社会,而不是炒作种族政治。请赋予以艺术呈献历史的公民社会组织该有的尊重。

2 MARCH 2011, WEDNESDAY 

ARTS PROJECT TO SHOWCASE COLLECTIVE EFFORTS OF CHILDREN – NOT FOR RACIAL POLITICKING BY IRRESPONSIBLE POLITICIANS

The Arts, Heritage and Civil Society organizations and community of Kuala Lumpur and Penang condemn the harassment and politicking around a community arts project in Penang. The Penang Arts Education Society (Arts-ED) which published the myBalikpulau booklet-cum-newsletter as a “showcase of the collective efforts” of Balik Pulau children and Arts-ED facilitators, are now accused of deliberately twisting history and insulting the Malays in Penang. 
Arts-ED is not just well known for its myBalikpulau project but has worked on street theatrical performances, musicals, photography exhibitions and appreciation of history through heritage trails and oral history. In short it is dedicated towards facilitating young people in safeguarding and promoting their natural, social, cultural and built heritage through the medium of art.   

The myBalikpulau project is similar to the numerous creative outputs of the Malaysian arts community which offer alternative and refreshing viewpoints so that we can truly appreciate the rich heritage of Malaysia. Arts-ED and the children involved in the myBalikpulau project should be praised and supported, but instead they are being ridiculed and threatened. Lodging 15 police reports is systematic harassment amounting to bullying.

We the undersigned must point out that the real threat here is divisive race politics and irresponsible politicians who do not care for freedom of expression, social justice and democracy in Malaysia.

Kumpulan kumpulan seni, warisan dan organisasi-organisasi sivil dari Kuala Lumpur dan Pulau Pinang membantah kuat gangguan dan hasutan bersifat perkauman terhadap risalah myBALIKpulau yang diterbitkan oleh Persatuan Pendidikan Seni Pulau Pinang (Arts-ED). Arts-ED dikenali dalam bidang pendidikan seni dan telah menjalankan projek-projek seni seperti persembahan teater jalanan, muzikal, pameran fotografi dan apresiasi terhadap sejarah melalui jejak warisan dan sejarah lisan. Ringkasnya, Arts-ED berdedikasi memudahkan generasi muda untuk memahami, memelihara dan mempromosikan alam semulajadi, sosial, budaya dan warisan ketara mereka melalui medium seni.

Projek myBALIKpulau serupa dengan pelbagai karya seni kreatif yang dihasilkan oleh kumpulan-kumpulan seni yang lain yang menawarkan pandangan alternatif dan pandangan baru supaya kita boleh benar-benar menghargai warisan kaya Malaysia. 

Arts-ED dan kanak-kanak yang terlibat dalam projek myBALIKpulau harus dipuji dan disokong, tetapi mereka diejek dan diancam. 15 laporan polis yang dilaporkan adalah gangguan sistematik seerti dengan niat membuli.

Kami yang memberi tandatangan di sini ingin menekankan bahawa ancaman ini sebenarnya adalah ahli politik yang tidak bertanggungjawab yang menggunakan politik perkauman dan tidak peduli kebebasan berekspresi, keadilan sosial dan demokrasi di Malaysia.

 
吉隆坡与槟城的艺术,古迹与文教团体组织联署

吉隆坡与槟城的艺术,  古迹文教公民社会团体/组织齐声谴责种族主义滋事份子骚扰和恶意政治化的行径。由槟城艺术教育协会(Arts-ED) 所出版,集合浮罗山背青少年和Arts-ED协调员们心血的《我的浮罗山背》刊物,日前被指责扭曲历史,以及侮辱槟城马来人。

 《我的浮罗山背》并非Arts-ED 唯一被广泛认识的艺术计划,Arts-ED长期经营街头戏剧表演、音乐、摄影,及通过古迹路径和口述历史去促进对历史的领会。他们以艺术作为媒介教育青少年,维护和推广自然、社会、文化以及古迹建筑。

 《我的浮罗山背》计划,和其他许多马来西亚艺术工作者的创意杰作一样,提供非一般和新鲜的视角,让我们真正领会马来西亚丰富的历史遗产。Arts-ED 团队和参与《我的浮罗山背》计划的青少年应该被赞许和支持,而非像现在那般被奚落和威胁。15个报案行径是系统性的骚扰,形同欺压。

我们以下签署的团体严正声明,真正的威胁来自于分化人民的种族政治和弃言论自由,社会正义和民主于不顾的失责政治人物。

他们点出,集合浮罗山背青少年和Arts-ED协调员心血的《我的浮罗山背》刊物,日前被指责扭曲历史及侮辱槟城马来人,但事实上Arts-ED团队和参与此计划的青少年应被赞许和支持,而非像现般被奚落和威胁。

不同视角领会历史遗产

NONE33个艺术团体及22个文教公民组织在一份联署声明点出,《我的浮罗山背》 并非Arts-ED 唯一被广泛认识的艺术计划,该组织长期经营街头戏剧表演、音乐、摄影及通过古迹路径和口述历史去促进对历史的领会。

“他们以艺术作为媒介教育青少年,维护和推广自然、社会、文化以及古迹建筑。”

“《我的浮罗山背》计划和其他许多马来西亚艺术工作者的创意杰作一样,提供非一般和新鲜的视角,让我们真正领会马来西亚丰富的历史遗产。”

Reka Art Space总监朱锡添代读是在今午的记者会上,代读此项联合声明。出席者包括前槟州教育事务州行政议员杜乾焕、Arts-ED负责人珍纳毕莱(Janet Pillai )、导游及计划参与者的家长等。

杜乾焕证实由前朝资助

另一方面,杜乾焕证实,《我的浮罗山背》计划是由前朝州政府下的槟城教育咨询委员会(PECC)所发起、推介及资助,现任州政府没涉及其中。

杜乾焕曾在1995年至2008年期间掌管槟州教育、人力资源发展、科学、工艺与创新事务,并从1997年槟城教育咨询委员会成立后就担任主席,直到2008年3月8日。

1999年成立的Arts-Ed是当时槟城教育咨询委员会所进行的数个计划之一。其它的计划项目包括应付学习障碍、推动终身学习、学前教育、大专教育、推动学习数理的兴趣及母语教育。社会经济与环境研究中心(SERI)则被委任为秘书处。

根据杜乾焕,在他担任教育咨询委员会主席期间,两项由Arts-ED 鉴定的计划获得批准、资助及执行。它们分别是在乔治市内城区落实的《城市小孩》(Anak-anak Kota)及他亲自于2007年推介的《我的浮罗山背》。

前任政府在位期间,作为浮罗山背古迹项目成品的《我的浮罗山背》也获得槟城旅游促进委员会及Digi 的资助。唯因参与的学生需时收集资料,刊物近期才出版。

高度肯定Arts-Ed贡献

NONE无论如何,杜乾焕在记者会上不仅未与Arts-Ed撇清关系,更高度肯定后者的工作且引以为荣。

对他而言,Arts-Ed通过革新与创意且大部分为非正式的方法,如街头戏剧表演、音乐、摄影及通过古迹路径和口述历史去推动艺术教育,有助促进对历史的领会。

“他们的工作一直都富有创意,因此成功激励跨越种族和宗教背景的年青人学习。”

“可以肯定地说,槟城州的艺术水准得以提升,要归功于珍纳毕莱和她的Arts-Ed团队之工作。我们仅仅依靠长久以来忽略艺术的正规学校制度,是不可能达到提升艺术水准。”

指控没大格局伤害学生

此外,杜乾焕不苟同,巫统浮罗勿洞州议员莫哈末法立和数个马来组织称《我的浮罗山背》含有羞辱马来人的文字和插图的说法。

“我亲自翻阅这份刊物,没发现任何与这些指责相关的内容。与此相反,这是一份经过充分研究的文献,包含了由来自各族群年青人根据口述历史所写的文字。”

他觉得,“羞辱马来人”的指控缺乏大格局,散发否定一项好计划的错误讯息及对很多义务为槟州教育奉献的人士极度不公平。

“他们也伤害了很多付出极大努力出版《我的浮罗山背》的学生的感受。这些学生的参与,是由追求知识的真诚渴望所驱动与激励。他们很明显没有任何企图要贬低任何族群。”

声援者轰种族政治搞鬼

记者会结束后,在场的文艺工作者及家长也纷纷替《我的浮罗山背》打抱不平,力挺Arts-Ed继续推广艺术教育及讨伐种族主义份子。

前理大讲师依斯迈(Ismail Harshim)表示,艺术是文明的产物,但当71岁的他仍从Arts-Ed的教育工作中感到受益良多之际,却有人企图政治化及施压腰斩计划。

“这太令人伤心了。学生应该学习及开拓视野,如果要互相了解,即使回教徒去参观基督教堂或华人进入回教堂又有什么问题?都没叫你改教,但凡事就是会引起争议。”

导游许月清则一度哽咽及激动地抨击,批评《我的浮罗山背》者对艺术教育一窍不通,贬低一份杰出的计划,令原本应感到骄傲的学生心生罪恶感。

曾担任《我的浮罗山背》计划协调员的蒂雅娜(Diyana Aini)呼应说,希望指控者可在开炮前先好功课。

Press Statement on the Publication ‘my BalikPulau’  by Toh Kin Woon, former State Executive Councilor for Education

1.      my BalikPulau, a newsletter published by Arts-Ed, an NGO dedicated to the promotion of arts in education, has come under attacks and criticisms  by Muhammad Farid Saad, the State Assemblyman for Pulau Betong and several Malay groups since the beginning of February this year. Many police reports have already been made and police investigations begun. They claimed that the newsletter contains inaccurate historical facts and illustrations, which insulted the Malays. They also asserted that the present State Government is behind the publication of myBalikPulau.
2.      As a former State Executive Councilor for Education, I wish to make several clarifications related to Arts-Ed and the newsletter, myBalikPulau.
3.      Launched in 1999, Arts-Ed was one of several initiatives undertaken by the then Penang Education Consultative Council (PECC), of which I was its Chairman from 1997, the year of its establishment, till March 8, 2008. Other projects include coping with learning difficulties; promoting continuing education; pre-school education; tertiary education; promoting interest in the learning of science and mathematics and vernacular education. Since the inception of PECC, the Socio-Economic and Environmental Research Institute (SERI) has been appointed its secretariat. The key objective of Arts-Ed is the promotion of arts in education through the adoption of innovative and creative, largely non-formal, methods. Its projects were funded, though not exclusively, by the PECC through allocations given by the then state government.
4.      Among the arts promoted include street theatrical performances, music of sound, photography, and appreciation of history through heritage trails and oral history. The latter hopes to raise the awareness of students in the age group of 10 to 19 of Penang’s rich historical treasure through appreciation of the state’s manifold heritage.
5.      Two projects were already identified by Arts-Ed for approval, funding and implementation during my tenure as Chairman of PECC under this heritage education project. They are Anak-Anak Kota, which was carried out very successfully in the inner city of Georgetown and my BalikPulau, which was launched personally by me in 2006, in Balik Pulau. The newsletter, my BalikPulau, which also received funding later from the Penang Tourism Action Council and DiGi during the tenure of the previous government, is the output of the heritage project carried out in Balik Pulau.
6.      In all its activities, Arts-Ed’s aims have always been to promote learning through the arts such as theatrical performances, photography, drawing, workshops, research and documentation, visits to inherited architectural sites, and interviews with citizens in the crafts and old human settlements. Their work has always been, and still is, of the most creative sort, thereby stimulating learning in the young, whose backgrounds cut across all racial and religious boundaries.
7.      I therefore find it most objectionable and shocking that Muhammad Farid and several Malay groups could assert that the newsletter, my BalikPulau, had writings and illustrations that insulted the Malays. I have personally gone through the newsletter and have found no substance to such allegations. On the contrary, it was a well researched document that contains the writings of the talented young of all ethnic communities based on their oral history.
8.      They, and of course Miss Janet Pillai and her entire team at Arts-Ed, should all be congratulated on a fine effort. Indeed, Janet and her team’s passion and commitment to the promotion of the arts in education among all races, have long been acknowledged by members of the PECC. Having worked with her in the PECC, I can say with some confidence that the standard of the arts in the state of Penang has been raised as a result of the work of Janet and her team in Arts-Ed. This would not have been possible, had we just relied on the formal school system which has long neglected the arts. UNESCO has acknowledged her work as much by inviting her to conduct regional workshops to train trainers in arts-ed.
9.      I would like, in conclusion, to once again stress that myBalikPulau project is a heritage appreciation project covering heritage trails, photography and oral history by young schoolchildren from all ethnic communities, which was initiated, launched and funded by the PECC under the previous state government. The present State Government is not involved. As the former Chairman of PECC, I am proud of the work of Arts-Ed led by Janet Pillai, as indeed I am of the work of other committees such as on learning difficulties; pre-school education; continuing education; promoting science and mathematics education, Chinese and Tamil education and tertiary education. Over it’s more than a decade of operation, PECC has nurtured many ideas that were later realized, thanks to the commitment and passion of its members.
10.  I am of the view that those who have accused Arts-Ed and the current Penang State Government of having insulted the Malays through the publication, my BalikPulau, have been most unfair to the many who have come forward voluntarily to serve the cause of education in the state. They have also hurt the feelings of the many students who have put in so much effort in the production of myBalikPulau. The participation of these students was driven and motivated by nothing more than the genuine desire to seek knowledge. They clearly had no intention of belittling any one community.

Kenyataan Akhbar bagi Penerbitan ‘myBALIKPulau’ oleh Toh Kin Woon, Bekas Ahli Majlis Mesyuarat Kerajaan Negeri untuk Pendidikan

1.     myBALIKPulau, sebuah risalah terbitan Arts-ED (Persatuan Pendidikan Seni Pulau Pinang), iaitu sebuah badan bukan kerajaan yang berdedikasi dalam mempromosi seni dalam bidang pendidikan, baru-baru ini telah dikritik oleh YB Muhammad Farid Saad, Ahli Dewan Undangan Negeri Pulau Betong dan juga oleh beberapa kumpulan Melayu sejak awal bulan Februari tahun ini. Banyak laporan polis telah dibuat dan penyiasatan polis juga sedang dijalankan. Mereka telah mendakwa bahawa risalah tersebut mengandungi fakta sejarah dan illustrasi yang tidak benar yang mana telah menghina kaum Melayu. Mereka turut menekankan bahawa Kerajaan Negeri semasa bertanggungjawab menerbitkan risalah myBALIKPulau.

2.       Saya, sebagai Bekas Ahli Majlis Mesyuarat Kerajaan Negeri untuk Pendidikan ingin membuat beberapa penjelasan berkenaan dengan Arts-ED dan risalah, myBALIKPulau.

3.       Arts-ED yang dilancarkan pada tahun 1999 adalah salah satu inisiatif dibawah Majlis Perundingan Pendidikan Pulau Pinang (PECC) yang mana saya telah memegang jawatan Pengerusi sejak 1997 di mana Majlis tersebut ditubuhkan sehingga 8hb Mac 2008. Antara projek lain adalah termasuk menghadapi kesukaran pembelajaran; promosi pendidikan lanjutan (seumur hidup); pendidikan pra-sekolah;  pendidikan pengajian tinggi; mempromosi minat dalam pembelajaran sains dan matematik dan pendidikan vernakular. Semenjak penubuhan PECC, Institut Kajian Sosio-Ekonomi dan Alam Sekitar (SERI) telah dilantik sebagai urusetia. Matlamat utama Arts-ED adalah mempromosikan pendidikan seni secara tak formal dengan menerapkan elemen inovatif dan kreatif. Walaupun bukan secara eksklusif, projek-projek Arts-ED telah dibiayai oleh PECC melalui pemberian peruntukan oleh Kerajaan Negeri yang dahulu.

4.       Antara kesenian yang dipromosikan adalah persembahan teater jalanan, alunan muzik, fotografi dan apresiasi sejarah menerusi jejak warisan dan sejarah lisan. Ia berharap untuk meningkatkan kesedaran murid-murid berumur 10 hingga 19 tahun akan sejarah Pulau Pinang yang  kaya melalui pendekatan apresiasi kelebihan warisan negeri.

5.       Dua buah projek dibawah Pendidikan Warisan telah dikenalpasti untuk diluluskan pembiayaan dan perlaksanaan semasa tempoh saya memegang jawatan Pengerusi PECC. Ia terdiri daripada Anak-Anak Kota yang telah berjaya dilaksanakan di bandar  George Town dan myBALIKPulau yang telah dilancarkan oleh saya pada tahun 2006 di Balik Pulau. Risalah myBALIKPulau yang mana merupakan hasil (output) projek warisan yang telah dilaksanakan di Balik Pulau turut menerima pembiayaan daripada Majlis Tindakan Pelancongan Pulau Pinang dan DiGi semasa pemerintahan Kerajaan Negeri yang dahulu.

6.       Menerusi kebanyakan aktivitinya, Arts-ED bermatlamat untuk mempromosi pembelajaran menggunakan pendekatan seni seperti persembahan teater, fotografi, lukisan, bengkel, penyelidikan dan dokumentasi, lawatan sambil belajar ke kawasan senibina bersejarah dan wawancara bersama rakyat berkenaan dengan hasil kraftangan dan penempatan manusia yang lama. Kerja mereka telah dan masih menggunakan pendekatan kreatif yang mengalakkan pembelajaran di kalangan orang muda tanpa mengira batasan latarbelakang sama ada bangsa atau agama.

7.       Saya terkejut dan tidak bersetuju dengan pandangan YB Muhammad Farid dan beberapa kumpulan Melayu yang menekankan bahawa isi kandungan risalah myBALIKPulau menerapkan tulisan dan illustrasi yang menghina Melayu. Saya sendiri telah meneliti risalah tersebut dan tidak menemui sebarang maklumat yang menyokong dakwaan mereka. Disebaliknya, ia adalah sebuah dokumen yang telah diselidik secara teliti oleh anak-anak muda yang berbakat yang terdiri daripada pelbagai komuniti etnik berdasarkan sejarah lisan asal usul mereka.

8.       Mereka dan terutamanya Puan Janet Pillai serta keseluruhan ahli kumpulannya di Arts-ED seharusnya disanjungi atas hasil usaha yang indah ini. Sememangnya, Puan Janet Pillai dan ahli-ahli kumpulannya telah menampilkan komitmen dan minat yang mendalam dalam mempromosikan seni dalam pendidikan di kalangan pelbagai bangsa yang mana telah diperakui oleh ahli-ahli PECC. Setelah bekerjasama dengan Puan Janet dalam PECC, saya berani menyatakan bahawa tahap seni di Pulau Pinang telah ditingkatkan hasil usaha Puan Janet dan ahli kumpulannya di Arts-ED. Perkara ini adalah suatu yang tidak mungkin berhasil jika kita hanya semata-mata bergantung kepada sistem sekolah yang berunsur formal yang telah mengenepikan aspek seni dalam pembelajaran. UNESCO telah turut memperakui kerja Puan Janet sehingga mempelawa beliau untuk mengadakan bengkel diperingkat serantau untuk memberi latihan dalam pendidikan seni.

9.      Secara kesimpulan, saya ingin menegaskan bahawa projek myBALIKPulau adalah sebuah projek apresiasi warisan yang merangkumi jejak warisan, fotografi dan sejarah lisan yang telah dilancarkan dan dibiayai oleh PECC dibawah pimpinan kerajaan negeri yang dahulu (lama) serta dilaksanakan oleh pelajar-pelajar sekolah daripada pelbagai kumpulan etnik. Kerajaan Negeri semasa (kini) langsung tidak terlibat dalam projek ini. Saya, sebagai bekas Pengerusi PECC, sangat berbangga akan hasil usaha Arts-ED yang diterajui oleh Puan Janet Pillai dan juga usaha jawatankuasa yang lain seperti kesukaran pembelajaran, pendidikan pra-sekolah, pembelajaran lanjutan (seumur hidup), pendidikan penggalakan sains dan matematik, pendidikan Cina dan Tamil serta pendidikan pengajian tinggi. PECC yang telah beroperasi lebih daripada sedekad tahun telah menjana dan merealisasikan banyak idea disebabkan komitmen dan minat yang mendalam ahli-ahlinya.

10.   Saya berpendapat bahawa mereka yang telah mendakwa Arts-ED dan Kerajaan Negeri semasa (kini) telah menghina Melayu menerusi penerbitan myBALIKPulau adalah tidak berlaku adil terhadap yang telah menawarkan khidmat secara sukarela untuk pembangunan pendidikan di Pulau Pinang. Mereka turut telah menyakitkan hati ramai para pelajar (anak-anak muda) yang telah bertungkus-lumus dalam penerbitan myBALIKPulau. Penyertaan para pelajar dalam projek ini adalah atas dorongan dan motivasi serta tidak lebih daripada keinginan sebenar untuk menimba ilmu. Mereka tidak berniat untuk mempersendakan mana-mana komuniti.

2.作为前任掌管教育事务的州行政议员,我要对Arts-ED和《我的浮罗山背》这份刊物作出几项澄清。

4.所推动的艺术包括了街头戏剧表演、音乐、摄影,及通过古迹路径和口述历史去促进对历史的领会。后者希望通过对槟州多样化遗产的领会,提升10-19岁之间学生对槟城丰富历史资产的醒觉。

7.因此,我对莫哈末.法力和数个马来组织声称《我的浮罗山背》含有羞辱马来人的文字和插图之说法感到震惊且不苟同。本人亲自翻阅这份刊物,并没有发现任何与这些指责相关的内容。与此相反,这是一份经过充分研究的文献,包含了由来自各族群年青人根据口述历史所写的文字。

8.这些年青人,还有珍妮特.彼莱(Janet Pillai)和她的Arts-ED 团队,都应该因他们的努力而受到肯定。实际上,珍妮特和她的团队在各族群间推动艺术教育的热诚与献身精神,长久以来都得到槟城教育咨询委员会的承认。以本人曾与她在槟城教育咨询委员会里共事的经验,可以肯定地说,槟城州的艺术水准得以提升,要归功于珍妮特和她的Arts-ED 团队之工作。我们仅仅依靠长久以来忽略艺术的正规学校制度,是不可能达到提升艺术水准的。联合国教科文组织确认她的工作,甚至邀请她进行区域性工作营,以培训从事艺术教育的培训员。

9.总而言之,本人再次强调,《我的浮罗山背》是一项涵盖古迹路径、摄影及由来自各族群年青学生们所收集的口述历史等的古迹鉴赏计划。这项计划是由前朝州政府下的槟城教育咨询委员会所发起、推介及资助。现任州政府并没有涉及在其中。身为前任槟城教育咨询委员会主席,本人对珍妮特.彼莱所领导的Arts-ED之工作感到骄傲,就像其他委员会的工作一样,如学习障碍、学前教育、华文与淡米尔文教育,及高等教育等委员会。在其超过十年的运作中,槟城教育咨询委员会孕育了很多的构想,而这些构想都在其成员的献身精神与热诚下得以实现。

10.本人认为,那些指责Arts-ED和当前州政府通过《我的浮罗山背》这份刊物羞辱马来人的人士,对很多义务站出来为槟州教育奉献的人士非常不公平。他们也伤害了很多付出极大努力去出版《我的浮罗山背》的学生们之感受。这些学生的参与,是由追求知识的真诚渴望所驱动与激励。他们很明显并没有任何企图要贬低任何族群。

He points out the publication is funded by the previous State government and published under the Federal Government. He accuses UMNO and Utusan Malaysia of creating tension and social unrest in order to attack the current State government.

Utusan Malaysia carries another report calling the myBalikPulau newsletter dangerous.

Feb 5
CM Lim Guan Eng reiterates that myBalikPulau newsletter is sponsored by UMNO and the Federal government. He accuses Farid of playing a racial game. He also demands the latter to withdraw his allegation and issue an open apology for defaming the current State government.
Balik Pulau MP, Yusmadi Yusoff, urges Farid to stop politicizing the myBalikPulau newsletter. He points out the newsletter is published by Arts-ED and defends Arts-ED as one of the very few NGOs that is active in the revival and development of arts and culture in Balik Pulau.
Pertubuhan Pribumi Perkasa Malaysia (Perkasa) Pulau Pinang urges for a clarification from the publisher of myBalikPulau as well as historical references used in the writing of Balik Pulau history.

Muhammad Farid blames Utusan Malaysia for twisting his words. He also denies for accusing the State government of sponsoring and distributing the allegedly controversial newsletter. Nonetheless he continues to question the legitimate use of the State logo on the publication. He also refuses to apology and retract his previous statement because he insisted he was merely pointing out factual errors and did not blame any party for the publication

The Penang Education Council (PEC), one of many funders of Arts-ED denies any role in the publication of myBalikPulau. Seri, the secretariat of the PEC also claims it has no relations with the actual work of Arts-ED. Executive director of SERI, Liew Chin Tong points out that the myBalikPulau newspaper was funded prior to March 8, 2008, although it was only published in 2010.

CM Lim Guan Eng repeats the statement that Penang government has nothing to do with myBalikPulau newsletter. The project was funded by the previous administration.

Arts-ED releases a press statement, clarifying that myBalikPulau newsletter is a showcase of the collective efforts of the children and the community, with no intention to be an authoritative history of Balik Pulau. Arts-ED also expresses regret if the contents of the newsletter had touched on any sensitivities and stresses that the purpose of the publication remains apolitical.

Feb 9
A Gabungan Bela Hak Insan Islam consists of 4 Penang-based Islamic NGOs requests the State government to ban myBalikPulau newspaper and take action against its publisher-Arts-ED. The 4 NGOs are Persatuan Anak Jati Melayu Pulau Pinang (Pajim), Badan Anti Islam Liberal (Badai), Islamic Provocation International Society (IPIS) and Sekretariat Dakwah Pulau Pinang. Gabungan later sets fire to copies of the publication, warning that if no action is taken by the State, they will seek the attention of the Federal government.

Penang State government announces it will file a defamation suit against Muhammad Farid Saad for failing to apologize and withdraw his comments, which have gained much coverage in the Malay language dailies controlled by UMNO.

Arts-ED lodges a police report because a group of unidentified individuals visited the office under forged identity to request for myBalikPulau newsletter and other organization collaterals.
Feb 11
Balik Pulau MP Yusmadi Yusoff condemns the “racist, destructive and parochial approach” to the myBalikPulau issue. He admits that there are certain limitations in the newsletter and encourages further research and resources to help rectify the problems. He again expresses his support for Arts-ED effort in promoting arts and heritage in Balik Pulau.

Arts-ED releases another statement stressing that the myBalikPulau newsletter is not intended to be a definitive history. It only presents oral histories as recounted by residents of Balik Pulau, as well as including information on the area from published sources, which were available to the researchers at the time of writing. Information not available at that time to the researchers was not included. Arts-ED also states that “the oral histories represent stories from persons who were interested and willing to share their stories… care was taken to engage with all community and ethnic groups”. Arts-ED includes their historical references together with the statement.
A Penang local historian, Khoo Salma, claims the myBalikPulau newsletter as “a wonderful community history effort by the arts education group”. She points out the fact that everyone acknowledges Arts-ED’s genuine effort in encouraging young people to take an interest in their history and heritage. She also addresses the debates raised regarding the opening of Balik Pulau and says that the omission of certain historical facts is not done deliberately, and that other historical facts in the newsletter are valid and appropriate.
Kelab Warisan Malaysia (KERIS) Penang branch urges Universiti Sains Malaysia to take action against its staff member who is involved in the publication of myBalikPulau. The organization accuses the newsletter for using sensitive words such as “pendatang”, “pelarian” etc. 

Feb 12
Five Arts Centre expresses its concern over the extreme reaction to the myBalikPulau newsletter. The group supports Arts-ED’s effort in facilitating children to interact with elders in the myBalikPulau oral history project. The group testifies the significance of oral histories as “eyewitness accounts of those who lived through both significant and everyday events”. Five Arts Centre urges the myBalikPulau newsletter to be saved for future generation and encourages every Malaysian to read it and engage in dialogue ad discovery.

Fellow Arts-ED participants speak up for the organization.
- U-Jean writes to the press and applauds the organization for being an active agent in promoting the learning of local histories through creative ways. “Through them, I learned the value of local history”. She claims that Arts-ED is the only NGO “who gives a voice to young people, who works in creative ways, who educate for free, who believe that everyone has a right to tell their story…”

- Nur Faizah J. Jayakumar in her facebook says projects of Arts-ED really stress on tolerance for cultural differences. It provides a platform for her to interact with friends from different cultural background. She also acknowledges Arts-ED’s creative approach in promoting the learning of local histories. 

- Natasha Khanum shares her experience and stresses that race and religion has never been an issue in Arts-ED. “Arts-ED is a remarkable effort to educate youths about our history and gives us a sense of identity… We learn maturity, independence and most importantly, we learn unity.”

Feb 14
4 police reports have been made against myBalikPulau newsletter: Kelab Cabaran Pulau Pinang (KCPP), Kelab Warisan Malaysia (KERIS) Pulau Pinang, and 2 individuals. They also challenge the Chief Minister to take action against Arts-ED.

Arts-ED lodges police reports because the office was disturbed by a group of hostile and unidentified individuals.

Setiausaha Sekretariat Perhimpunan Melayu Pulau Pinang calls for other “concerned” individual to make police report and request for investigation egarding the publication of myBalikPulau.
Police says they are not sure which Act to follow in the investigation of myBalikPulau publication. They will study all information and facts regarding the publication before further action.  

Feb 16
Another NGO, Pertubuhan Suara Anak-Anak Malaysia, submits a memorandum to the inspector-general of police, including “evidence” linking the State government to the publication of myBalikPulau. Content of the “evidence” remains unknown.  The organization claims to send the other two memorandums to the Prime Minister and Deputy Prime Minister respectively.
Four more NGOs lodges police reports against myBalikPulau newsletter: Pertubuhan Seni Silat Gayung Pulau Pinang (PSSGPP), Pertubuhan Pribumi Perkasa Malaysia (Perkasa) Pulau Pinang, Persatuan Belia 4B Permatang Pauh and an individual, Johari Ahmad.

The Penang Heritage Trust (Persatuan Warisan Pulau Pinang) releases a press statement to clarify that it is not related to the other NGO “Kelab Warisan Malaysia Pulau Pinang”. The latter had lodged a police report against Arts-ED on 14 February and was falsely mentioned as “Persatuan Warisan Pulau Pinang” by TV3. PHT stresses that it is supportive of the efforts of ARTS-ED as an 
NGO that has worked to raise heritage awareness among young people and the community.  PHT describes the ‘MyBalikPulau’ newsletter as “a collection of oral histories on the stories and past incidents narrated by elders from the multi-racial community residing in Balik Pulau and its vicinities, and compiled by young people, and published without alteration.  If there are any differences in the interpretation, they should be proven academically and dealt with in a rational manner, and if necessary, alterations can be made.”

Pertubuhan Suara Anak-Anak Malaysia insists to hold the current State government responsible for the publication and distribution of myBalikPulau because the State logo is printed on the newsletter. The organization challenges the CM to take action against Arts-ED.

Arts-ED received a letter from Kementerian Dalam Negeri, Unit Kawalan Penerbitan dan Teks Al-Quran to attend a meeting at KL on 21 Feb 2011, 2pm on the issue.

Investigation by ASP from Timur Laut regarding the 15 police reports lodged against myBalikPulau newsletter. Investigation session with Arts-ED chairperson, Janet Pillai was carried out for 2 hours at ARTS-ED office at 19, Cannon Street. The investigation was witnessed by Kuah Li Feng, Arts-ED’s staff. 

During the session Janet defended the 8 issues as summarized by ASP from the 15 police reports:

1) the term “pelarian politik”
2) the use of s.a.w. for Prophet Ibrahim
3) Illustration showing monkey pointing at man climbing tree
4) Illustration of slaughtering during Hari Raya Korban

Penang police chief Deputy Comm Datuk Wira Ayub Yaakob said to the press that an investigation was ongoing and said those unhappy over the Interlok novel or the publication of ‘My Balik Pulau’ could go through the proper channels to voice their dissatisfaction.

A press conference regarding issues on myBALIKpulau newsletter was held on 2nd March 2011, 11am at Arts-Ed office (19, Cannon Street).
There were approximately 40 people attending the press conference, including Dato’ Dr. Toh Kin Woon (former State Executive Councilor for Education, Janet Pillai (Chairperson of Arts-ED), representatives from various organizations, parents, facilitators, participants as well as supporters of Arts-ED projects. 

Dato’ Dr. Toh made several clarifications related to Arts-Ed and the myBALIKpulau newsletter. 

Chee Sek Thim (Reka Art Space) read out a joint statement endorsed by 58 arts, heritage and civil society organizations and groups
